Saturday June 22, ARISS contact scheduled with school in Italy.
An International Space Station school contact is scheduled with participants at Liceo Scientifico Galileo Galilei, Catania, Italy. Astronaut will be Luca Parmitano, KF5KPD. The event is to begin at approximately 14:57 UTC, which is 16:57 CEST.
The contact will be a telebridge operated by ground station VK4KHZ, located in Queensland, Australia.
The contact will be broadcast on EchoLink AMSAT (node 101 377) and JK1ZRW (node 277 208) Conference servers, as well as on IRLP Discovery Reflector 9010.

School presentation:
The Galileo Galilei school has a good reputation for the scientific activities and the laboratory teaching offered to the students. Its a school with almost 2000 students. Most of the students try to enter Medicine or Engineering after graduation.
All students study English at any level. At school there are three labs with computers and Internet connection is available in any classroom.
Students are aged 14-18. The conversation will be conducted in Italian. Students will ask as many of following questions as time allows:
1. E difficile vivere in uno spazio ristretto per un lungo periodo?
2. Che genere di cibo consumate?
3. Esiste un procedimento per il riciclo dellacqua nello spazio? Quale?
4. Attraverso quali tecniche si riesce a mantenere la giusta quantite di ossigeno nella navicella?

9. Quali ricerche scientifiche state portando avanti?
10. Cosa ne pensi della colonizzazione di altri pianeti? Diventera realta o rimarra fantascienza?
11. Si possono osservare fenomeni naturali insoliti dalla vostra posizione?
12. La scienza puo far sentire gli uomini potenti. Pensate che gli uomini siano così potenti in realta?
13. Per quanto tempo potete resistere nello spazio? Esiste un limite di missioni a cui un astronauta puo prendere parte?
14. Quando tornerete sul nostro pianeta potrete riadattarvi subito alla gravita terrestre? Avrete bisogno di strumenti appositamente rogettati?
15. Qual e limportanza delle ricerche spaziali per gli avanzamenti scientifici?
16. In che modo questa esperienza puo modificare o ha gia modificato il vostro modo di pensare?
ARISS is an international educational outreach program partnering the participating space agencies, NASA, Russian Space Agency, ESA, CNES, JAXA, and CSA, with the AMSAT and IARU organizations from participating countries.
ARISS offers an opportunity for students to experience the excitement of Amateur Radio by talking directly with crewmembers onboard the International Space Station. Teachers, parents and communities see, first hand, how Amateur Radio and crewmembers on ISS can energize youngsters' interest in science, technology and learning.

Commission Nationale Relais et Balises : la mise au point.
Pour information, voici deux versions parues récemment sur les sites de l' URC et du REF:
Version URC par F1PSH (Présidente) :
La commission nationale des relais et balises a été créée en 1982 par trois associations :
- le REF (réseau des émetteurs français) .
- l ‘URC (union des radio-clubs).
- la FFRRA (fédération française des relais radioamateurs).
Suite à la démission du représentant de l’URC à cette commission, le CA de l’URC a nommé son remplaçant. L’URC est membre fondateur de cette commission au même titre que le REF, et a donc tout à fait le droit de siéger et le REF n’a pas à opposer son véto à des décisions du Conseil d’administration de l’URC, membre fondateur et donc membre de droit de cette commission.
La CNRB a toujours travaillé en toute indépendance et sans distinction d’appartenance à telle ou telle association, car son rôle d’harmonisation ne concerne pas uniquement les radioamateurs du REF, mais tous les radioamateurs de France et même de l’étranger. Cette volonté de main mise d’une association qui se veut prédominante crée des dysfonctionnements et favorise la création de relais non coordonnés annihilant ainsi tous les efforts de ces OM depuis des années. A vouloir éliminer tous ses concurrents, le REF s’isole de plus en plus et court à sa perte. Encore une fois le REF-Union brille par sa volonté de diviser et de régner en maitre absolu sur le monde radioamateur, attitude qu’il ne pourra continuer éternellement. Soit le REF-Union comprend qu’il n’est pas la seule et unique association de radioamateurs et compose avec les autres pour le bien de la communauté radioamateur dans son ensemble, soit le REF-Union continuera de perdre des adhérents de manière significative.
A la veille d’une rencontre avec
l’administration, le REF-Union doit composer avec ce qui existe, sauf s’il
souhaite jouer le jeu de l’administration et ne pas faire évoluer la
règlementation contrairement à ce que désire l’ensemble de la communauté
radioamateur française et les adhérents du REF-Union.

LA C.N.R.B C'EST QUOI ?
La commission nationale des relais et balises a été créée en 1982 par trois
associations :
· le REF (réseau des émetteurs français) .
· l 'URC (union des radio-clubs).
· la FFRRA (fédération française des relais
radioamateurs).
Les deux premières étant les associations nationales reconnues par
l'administration et la troisième étant constituée d'un certain nombre de
responsables de relais, donc, association de spécialistes reconnue par les deux
autres . L'administration ayant donné son aval pour la création de cette commission seule capable de gérer une organisation cohérente de l'activité relais et balises et plus largement des stations à usage collectif . Une réglementation des relais et balises, a été approuvée et publiée par l'administration, sous forme du fascicule 2 (complément de la réglementation générale de 1983), a été rédigée par la commission nationale .
Cette réglementation n'ayant pas pour but de mettre en place des contraintes administratives lourdes pour les responsables, mais simplement permettre une évolution cohérente des réseaux, faire l'état des techniques du moment donc (réglementation évolutive), et permettre selon son souhait, l'information de l'administration, ainsi que l'information des utilisateurs, car tous systèmes ayant reçu l'agrément de la CNRB sont par principe ouverts à TOUT radioamateur dûment autorisé .
POURQUOI UNE ORGANISATION NATIONALE ? :
La commission gère les plans de fréquences et distribue les canaux aux différents systèmes susceptibles d'entrer dans la catégorie "installations à usage collectif" (hors packet-radio, aprs etc...) .
Ces plans de fréquences sont eux même inclus dans les plans de bandes qui sont harmonisés à l'échelon mondial par l'Union Internationale Radioamateur "UIT. A l'échelon national, ce sont les commissions HF et THF qui relayent les directives ou recommandations de l'I.A.R.U . La C.N.R.B est présentée au sein de ces commissions pour évaluer les besoins en fréquences des utilisateurs spécifiques de son activité.
Tout radioamateur sait très bien que les ondes radioélectriques ne s'arrêtent pas par magie aux limites d'un département ou d'une région, et que par conséquent, le besoin de la coordination par une organisation constituée à un échelon supérieur est nécessaire afin de maintenir une réelle cohérence,
L'intérêt particulier ne devant pas l'emporter sur l'Intérêt
général !
La C.N.R.B de par sa constitution a un fonctionnement qui se veut neutre.Tous les dossiers sont traités sous l'angle d'une étude purement technique sans que l'appartenance du projet à une association quelconque puisse influencer la décision de la commission .
ÉVOLUTION ACTUELLE :
Actuellement la F.F.R.R.A , ayant été dissoute il y a quelques années, l'URC étant séparé de R.E.F. Union , la C.N.R.B s'est transformée en CNRR (Commission Nationale des Relais Radioamateur), elle trouve naturellement sa place au sein du REF-UNION , cependant, il est bien évident qu'elle conserve son unicité en préservant son indépendance et que les projets seront toujours traités comme par le passé sans à priori vis-à-vis de l'appartenance , ou non, des responsables d'un projet à une quelconque association . Il faut cependant noter pour les septiques que cette condition essentielle figurera au règlement intérieur de la C.N.R.B dans le REF-UNION d'autre part, seules les installations ayant fait l'objet de l'agrément par la C.N.R.R pourront être incluses dans les plans de fréquences nationaux et internationaux , le REF-UNION étant la seule association nationale reconnue par l'IARU .
Suite à la décision du CA du REF-UNION le 03/02/2003 la CNRR redevient CNRB (Commission Nationale des Relais et Balises)
LA C.N.R.B MODE D'EMPLOI :
Le REF-UNION assure le secrétariat de la C.N.R.B, ce qui signifie qu'il suffit tout simplement , pour tout nouveau projet , de prendre contact avec le secrétariat du R.E.F à TOURS qui d'abord pourra envoyer aux intéressés des fiches de renseignements préliminaires en fonction du type d'installation projetée puis diffuser les informations auprès des différents responsables.
Le dossier d'obtention d'un couple de fréquence pour un relais classique peut être rédigé sur ce site.
Pour un relais transpondeur (transparent).
Le formulaire déclaratif de la station relais aupres de l'ANFR pour l'obtention d'un indicatif à l'ANFR.
En conclusion, il nous a semblé utile en cette période de mutation , de préciser ces quelques points, d'autre part, dans les prochaines chroniques seront précisées les lignes de conduites essentielles de l'organisation des différentes installations, afin que chacun puisse éventuellement y apporter ses remarques ou commentaires .

RÈGLEMENT INTÉRIEUR :
Préambule :
La CNR exerce ses activités dans le cadre de l'article 10 du
règlement intérieur du REF-UNION .
Article 1: Buts La CNR se voit confier les missions suivantes :
-Gestion des relais:
Elle tient compte des installations en service ou en projet et de la technique actuelle pour permettre d'adapter, en concertation avec l'administration de tutelle, les règles régissant cette activité.
1. La prise en compte et l'étude des dossiers préliminaires adresses au siège du REF-UNION.
2. La délivrance de son agrément pour intégration dans le plan de gestion des fréquences radioamateurs, en accord avec les recommandations de la commission THF et avec la Commission Technique Générale du REF-UNION, dans le cadre des recommandations de l'IARU .
3. L'étude des dossiers définis, correspondants. Chaque dossiers sera suivi d'un accusé réception.
4. La transmission à l'administration avec proposition d'indicatif.
-Fonctionnement de la Commission THF: Le responsable de la CNRB étant membre de droit de la Commission THF , elle participe à l'élaboration des plans de bandes.
-Technique: La CNRB collecte et archive les documents techniques utiles, afin d'aider, en les diffusant, les réalisateurs de projets. Elle peut également en ce sens créer et éditer des articles à caractère technique dans la chronique Relais de Radio-Ref .
-Information: La CNRB a une mission essentielle d'information des radioamateurs par l'édition régulière de listes et de cartes d'implantation des installations qu'elle gère.
Article 2: Composition
La Commission se compose d'un maximum de 12 membres, adhérents du REF-UNION , ayant des compétences dans le domaine des activités gérées par la CNRB. Lors du renouvellement des membres, le responsable de la Commission veillera, dans la mesure du possible, à ce que l'ensemble des régions françaises soit représenté .
Article 3: Renouvellement des membres
Le renouvellement des membres se fait lors de la première réunion annuelle de la Commission. Les nouveaux membres s'engagent au service de la Commission pour une période minimale d'un an. Lors de la démission d'un membre de la CNRB en cours d'année, celui ci sera remplacé par un radioamateur ayant dépose spontanément sa candidature ou répondant à un appel à candidature fait par le REF-UNION .
La liste des membres de la Commission est soumise au CA du REF-UNION pour approbation lors de chaque modification de la composition de la Commission.
Un membre peut être considère comme démissionnaire après trois absences non excuses aux réunion de la Commission.
Article 4: Responsable de la Commission
Les membres de la Commission désignent, en leur sein, pour un an renouvelable un responsable dont le choix doit être soumis a l'approbation du CA du REF-UNION.
Article 5: Neutralité
La Commission ayant pour mission d'assurer la cohérence de toutes les installations de relais radioamateurs, traitera de la même manière tous les dossiers, quelque soit leur origine. Des radioamateurs non membres du REF-UNION pourront participer aux travaux de la Commission, mais n'auront cependant pas voix délibérative.
Article 6: Fonctionnement
La Commission se réunit au moins un fois par an, chaque fois que nécessaire et chaque fois que le CA du REF-UNION le demande.
Le responsable de la Commission sera présent, ou représente, dans les réunions auxquelles il est invité par le CA du REF-UNION, ainsi qu'a l'A.G. du REF-UNION.
Afin d'assurer une bonne liaison et une bonne circulation de l'information au niveau national, un correspondant de la CNRB sera chaque fois que possible désigne dans chaque établissement départemental du REF-UNION, sur proposition de président de l'ED .
Article 7: Rédaction des comptes rendus
Le secrétaire de la Commission, ou son remplaçant, rédige un compte rendu de chaque réunion qui peux faire l'objet d'une publication dans la chronique relais de RADIO-REF et dans tous les cas communique au CA du REF-UNION.
Article 8: Dissolution de la Commission
En cas de dysfonctionnement de la Commission, le CA du REF-UNION peut prendre toutes décisions qu'il juge utile et éventuellement la dissolution de la Commission.

The contact will be a direct operated by IZ7RTN. Interested parties in Europe are invited to listen to downlink signals on 148.800MHz FM.
School presentation:
Euclide School is a high school. It is an aeronautical school in Bari. There are boys and girls, aged 14-18. Bari is located in the South-east of the APULIA region, South-east of Italy. In its Curriculum the school focus on: aeronautical studies, Media Communication, Space Communication, the Environment, Science activities in lab. In this school there are the following laboratories: a chemistry; a physics; CAD; Topography and Photogrammetry; Aerotechnics; Radio and Radar Systems; Informatics (2 labs); Air Navigation; Meteorology; Air Traffic; There are also: an outdoor multigame Basketball/Volleyball court; a library with several PC; a staff room with a PC; a press office; HDSL Internet connection; an auditorium; 30 classrooms.

An International Space Station school contact is scheduled with participants at Maani Ulujuk High School, Rankin Inlet, Nunavut, Canada. Astronaut will be Chris Hadfield KC5RNJ/VA3OOG. The event is to begin at approximately 14:34:36 UTC, which is 16:34:36 CEST.
The contact will be a telebridge operated by IK1SLD, located in North Italy. Interested parties in Europe are invited to listen to dowlink signals on 145.800 MHz FM.
School presentation:
Maani Ulujuk Ilinniarvik (MUI) is located in Rankin Inlet, Nunavut (Population Approximately 3000) on the North west side of Hudson Bay. It is one of three schools in the Rankin Inlet system and hosts grades 7 - 12. The current Maani Ulujuk building is approximately 32 years old and is the second of two buildings with the same name; the first being destroyed by fire. MUI was named after an Elder( Maani Ulujuk), who at the time of its naming, was the oldest elder in the community. There are 353 students, 24 teachers, 6 Student Support Assistants, 1 Secretary, 1 School Community Counsellor and 2 caretakers.
Even though we dont have a space club, we do have a vibrant Science program which hosts a science fair annually and students have been exposed to the space program in the curriculum. Students and staff were excited last year when we were slated to do a space hookup in April; however, it did get cancelled and we are pleased that it is on again for this year.
Students at MUI are great young leaders and they love to participate in novel events such as contacting the astronauts on the Space Station. This will be an awesome event and we look forward to participating.
Participants will ask as many of the following questions as time allows:
1. Is it different breathing on Space Station than on earth?
2. How many toilets are on space station and how long does it take to train to use them?
3. What do you eat and can you eat everything you do on earth?
4. How long did you train to become an Astronaut?
5. What do you wear daily and does your Space Suit need to be near in case of emergencies?
6. How long did it take you to travel to Space Station and is coming back the same?
7. How many people are on board with you and what is the most amount of people at one time?
8. How long will you be on Space Station and how long could you stay?
9. How do you wash and how often?
10. How fast is the Space Station travelling and can you feel it?
11. Can you see the Northern Lights from up there?
12. Do you see sunsets and sunrises?
13. What's the coolest or most interesting thing you have seen so far?
14. How often do you contact Family and/or Friends?
15. Will you ever go back into Space after this mission?
16. Did you have fun singing with the Bare-naked Ladies Band?

JAXA, and CSA, with the AMSAT and IARU organizations from participating countries.
ARISS offers an opportunity for students to experience the excitement of Amateur Radio by talking directly with crewmembers onboard the International Space Station. Teachers, parents and communities see, first hand, how Amateur Radio and crewmembers on ISS can energize youngsters' interest in science, technology and learning.

In an arrangement proposed by the Bates College Museum of Art in conjunction with our 2012 exhibition Starstruck: The Fine Art of Astrophotography, local 8th Grade students are preparing to talk with astronauts on the International Space Station in April through the Amateur Radio on the International Space Station program (ARISS). Students from the Auburn and Lewiston middle schools will take part in the live radio communication. Members of ARISS were excited by how our project brought the world of art and creativity into a program aimed at science, technology, engineering and math classrooms. To prepare for the contact, students visited the exhibition as part of their space science unit, researched comets and geomagnetic storms, modeled the solar system, explored citizen-science projects like Galaxy Zoo, and, using NASAs Astronomy Picture of the Day as a model, researched Starstruck images and wrote paragraphs explaining their significance.
It is gratifying to see an art exhibition ignite so much interest in such a wide variety of subjects, and especially to see a reunification of art and science achieved through this exhibition and the ARISS program.
Senators Angus King and Susan Collins and Congressman Michael Michaud have been invited to attend the event.
Participants will ask as many of the following multilingual questions as time allows:
1. Alex: What are the biggest struggles of living on the Space Station?
2. Julia M: What would you like to see NASA accomplish soon such as a manned mission to Mars to extensive zero-gravity experiments?
3. Emily R: In your opinion, what are the most beneficial or useful experiments in space?
4. Abshir A: Does all of the electricity come from the solar panels or is there another natural resource that the ISS uses?
5. Emily R: How will determining the accuracy of the MRI help doctors here on Earth?
6. Thomas J: After all of your training, what was your hardest task in space, and whats your greatest achievement?
7. Brenna E: Have any of the algorithms made by students to operate the spheres satellite on board the space station been successful?
8. Megan G: Explain the training that takes place underwater and its similarity with the feeling in space.
9. Destiny: Has there ever been a surprise illness or emergency, what happened?
10. Kyla H: If I wanted to become an astronaut when I grew up, what advice would you give me?
11. Megan M.: Can any diseases or disabilities be caused by going to space?
12. Leona: Are there ISS experiments that deal with the psychological stresses of being in space or away from loved ones for extended
periods?
